Doesn't look like CGC gave it a ped designation. Reading between the lines, the article does not specifically mention ALL the books were purchased off the news stand by the owner.

Stephen Fishler, CEO of Metropoliscomics.com and ComicConnect.com, got the phone call every comic book dealer dreams of receiving. The caller had kept his comics in “pretty nice shape” since he bought them off the stands back in the ‘30s and early ‘40s and … he was ready to sell.
The buyer bought most of the comics before he left to fight in World War II, and picked up the collecting bug again on his return in 1946. For years, his daughter begged him to throw out all his old junk until he took her to a local convention with a sample of the books and found out his collection was worth hundreds of thousands of dollars. “Aren’t you glad we kept the comics?” he asked his daughter with a grin. The family is using the proceeds from the sale to pay off mortgages and college funds.
“This could be the last great collection,” said Rob Reynolds, Director of Consignments. “I was blown away when I saw the Atlantic City comics in person. It’s almost easier to believe the owner had a time machine. For someone to keep these amazing comics in such pristine shape, and most importantly off the market for 70 years is incredible.”
The Atlantic City Collection will debut in the ComicConnect.com July/August Event Auction with many books available for review at San Diego Comic Con and Chicago Wizard World.
With major Golden Age keys such as Captain America Comics #1 CGC 9.2, Fight Comics #1 CGC 9.4, and Flash Comics #1 CGC 9.0, the collection also contains a dozen CGC-certified highest graded comics.
Highest graded examples include: Action Comics #10 CGC 9.0, Action Comics #13 CGC 9.2, Action Comics #19 CGC 9.4, Action Comics #20 CGC 9.0, Action Comics #31 CGC 9.4, Amazing Mystery Funnies V.2 #7 CGC 9.2, Detective Comics #25 CGC 9.0, Detective Comics #36 CGC 8.5, Jumbo Comics #10 CGC 8.0, Marvel Mystery #12 CGC 9.2, Superman #3 CGC 9.0, and Whiz Comics #4 CGC 9.0.
